Tugboat Tumult - Kenney Jam 2024 (late)

This is a late entry to the Kenney 2024 jam. I had intended to participate in the jam completely, but ended up missing out on most of it. I still had this idea started and wanted to at least follow through, so here's the "good enough for a week late" end result. It's not super fun, but it is complete!
